Parse coverage strings into place of publication fields

Values for the coverage field in NEAR archive documents are formatted "State of Publication--City of Publication". Users should be able to search by city and state, but since the coverage field is tokenized, entering the same formatted value will not result in the desired behavior. Instead, users should be able to specify the place of publication components individually.
