Upgrade to cassandra 3.X #68

Currently we are running cassandra20, we should upgrade to 3, or at least a newer version. This is likely a pretty big task. We should also look at things like cassandra not tracking its pid file correctly, and cassandra not binding correctly on IPv6 only hosts (see http://docs.perfsonar.net/FAQ.html#q-how-can-i-get-cassandra-to-run-on-a-host-that-only-has-an-ipv6-address).
