## Define More Concrete Policies For Implementation of New Features

We can probably steal the results birthed [by the same discussion in p5p thread](https://www.nntp.perl.org/group/perl.perl5.porters/2017/12/msg248481.html)

I think the problem described in the thread matches our own current process quite a lot:

<small>(Zoffix)</small>: My personal two cents to add to that: on more than one occasion
I saw complete novices to Perl 6 being invited by members of community to submit core PRs
implementing feature XYZ, the first time it was mentioned. I don't think that's good
language design and I think it's misleading to give the impression we would accept any
feature, as long as someone writes the code for it.

For features that can be implemented entirely in userspace, I think a lot of bad and
unwanted features can be weeded out by requiring the implementation to first exist
in module space for, say, 3 months, in `CoreLab::` namespace. With proper docs and tests.
If no one can be bothered to do all that, there's not enough demand for the feature to
be in core.
