Also error out when trying to set perl6 or nqp-home and do a relocatable build at the same time. The two are fundamentaly incompatible.
It became conceptually broken by the introduction of the NQP/Perl6-home directories.

Process the
perl6-homeandnqp-homeparameters. Also drop support for--libdirwhich the previous two options should replace. This work supports two other PRs for NQP and Rakudo.
