Got the following line from an Outlook event:
DTSTART;TZID="(UTC+02:00) Jerusalem":20160803T180000

Here we have a colon inside a quoted string. The way parseICS split's it, we get a key-value pair of: ['DTSTART;TZID="(UTC+02' , '00) Jerusalem":20160803T180000)']

To fix this, you need to replace:

var kv = l.split(":");

with:

kv = l.match(/([^:"]+|"[^"]*")+/g) || [];
