Install OpenCV with Python3 bindings
Install any missing dependencies with Pip
Install pywin32, the Windows API bindings for Python.
Install the Nvidia CUDA toolkit if you have a compatible GPU or OpenCL if you don't

Then run the program with Python3 with python3 pine.py
