The default server_login_retry interacts badly with having multiple hosts

PgBouncer can sometimes has multiple hosts to which it can connect, either because there are multiple hosts in the host list or because the DNS returns multiple entries. Even in these cases when only one of e.g. 10 hosts is down the server_login_retry will cause a 15 second wait before connecting to the next possible host. It would be much better if this 15 second wait only started when all available hosts were tried.
