Add ability to customize cookie settings

We would like to be able to customize the cookie banner on our password pusher.

🔈 Motivation

The addition of the cookie banner is nice, but the current banner is not fully compliant with our office standards. To be in line with our policies, we want to be able to make this custom to our needs.
