In the end of the json:
"summary":"函，為院會交付審查交通部函送「公民營事業機構投資興建或租賃經
If query again after a while, the output will become more, but sometimes still been truncate and sometime are works fine.
Now it break at char 141379 at http://api.ly.g0v.tw/v0/collections/bills/?l=779

This problem also happened when I try to use l&sk to query small piece at one time
eg. "summary":"擬 at the end of http://api.ly.g0v.tw/v0/collections/bills/?l=100&sk=8600
