Based on the designs developed in #4 and #5, implement the community binary packaging registry. Likely components:

Registry API
Metadata
Registry Storage
Build worker node management
Build queue
Build event publishing
Root Registry Webhook callback for new releases
SDK for to build extensions (see also Design client tooling #6)
Binary packaging (see also Design Packaging Automation #5)
