Yeah, modules (except user & admin) should be standalone like the other modules not from system (with Install/Uninstall SQL files), but finally I don't think it would be a good idea, because to change that will do more work and bugs than add a lot of new exciting features, focus on the templates, etc.

P.S. Before I was a Gettext issue, but finally I was a mistake because there's any issues with Gettext and because GitHub don't allow to remove a ticket, I have edited it...
