Add Seat Allocation Functions #12

Users should be able to input a vector of votes (shares?), and obtain an outcome according to seat allocation methods (e.g. D'Hondt).

Some considerations:

How to facilitate passing more than one set of results? Easy where the number of parties is the same, becomes more involved however if a different N of parties
- Simply allow missing data in some columns?
- Users should input lists of vectors/dataframes?
