libgeoip is deprecated; migrate to libmaxminddb #1

GeoIP and libgeoip are apparently deprecated. One should apparently now use GeoIP2, which can be done with libmaxminddb.

If you want to use libmaxmindb, use the maxminddb extension

libmaxminddb is 4.4 times slower than libgeoip, see maxmind/geoip-api-c#107
