Introduce a spawn failure hook

If Deployment Error Resistance is enabled, then spawn failures are too silent. They are logged, but there should be some kind of alerting system so that administrators are notified of the issue. We should introduce a hook for spawn failures so that users can hook their alerting system to these events.
