Allow Hotspot Helper notice to be hidden

Steps to reproduce

open Settings.app
go to wifi settings
look for any open wifi network

What is the current bug behaviour?

This happens regardless of whether "network management" is on or off.

What is the expected correct behaviour?

Allow the notice to be hidden.

Thank you for spotting this issue. I am going to hide the message when the "network management tool" is off.
