Is your feature request related to a problem? Please describe:

If data plane fails for some reason like aws snapshot generation failure, the volumebackup cr is still running. So, init pod is not killed immediately. As a consequence, the GC/PD schedule is not resumed.

Describe the feature you'd like:

GC/PD schedule should be resumed asap when data plane fails.
