The P1 admin console pre-prepares an environment for a workforce context, including preparation for PingID. The provider is therefore limited to customer or custom context until resolved

This limitation applies to the pingone_environment resource in creating an environment. As a workaround, the TF admin can create the workforce environment manually in the PingOne Console and optionally use the pingone_environment datasource to look up the environment ID from the name to use in downstream resources.
