@keith mentioned today that bazel-genfiles will soon unified with bazel-bin. XCHammer will have to be updated accordingly. See

  1. incompatible_merge_genfiles_directory: unify bazel-bin and bazel-genfiles directories bazelbuild/bazel#6761
  2. --incompatible_merge_genfiles_directory in https://docs.bazel.build/versions/master/command-line-reference.html

There's bazel info bazel-genfiles and bazel info bazel-bin which could be used to aid transition.
