This uses the pioneer-thirdparty version of sigc++ rather than purpose built lib & dll combinations with separate include files for win32. That was always awkward and vs2015 won't rebuild the library unless it needs too so there's no negative to having it built like this.
This also makes Debug and PreRelease builds run now as it was previously struggling with the sigc++ library for some reason.
