In some cases, such as for GB, ISO 3166-2 is defining the county as the region while the EU is using the regional division above that. We currently include both. The International Addressing Standard (S42) defines templates which are provided and checked by the UPU. The UK template gives a good indication that it's more appropriate to use the county instead of the EuroVoc region for the UK.

For other countries such as the Netherlands, Denmark, and many others, we know (from our personal knowledge) that the state or province is rarely used in the postal addressing system, but that these countries rely on the postal code. The S42 templates seem to confirm this but further checks are needed.

Based on the S42 template we can decide if there is a need to include a region value, the type of region (state, province, county, district, etc.).
