"publish" command removes packages after submitting to the registry

Description of problem

For some reason PlatformIO deletes the archive that was specified as an argument to the pio publish command.

Steps to Reproduce

1. Pack any files with manifest via the pio package pack command.
2. Run pio publish /path/to/archive.tar.gz.
3. Check that /path/to/archive.tar.gz doesn't exist anymore.
