Please use ATmega645 ID for projectconf_env_board option in projectconf:

You can override default ATmega645/A settings per build environment using board_*** option, where *** is a JSON object path from board manifest ATmega645.json. For example, board_build.mcu, board_build.f_cpu, etc.

Debugging

piodebug currently does not support ATmega645/A board.
