Please use AVR64DA28 ID for projectconf_env_board option in projectconf:

You can override default AVR64DA28 settings per build environment using board_*** option, where *** is a JSON object path from board manifest AVR64DA28.json. For example, board_build.mcu, board_build.f_cpu, etc.

Debugging

piodebug currently does not support AVR64DA28 board.
