Repro: https://playcanvas.com/editor/scene/1828412

Just launch it. Happens in 1.64.4 and 1.65.0 in WebGL mode, but not WebGPU mode, where lightmapping is skipped as not supported. So it seems lightmapping shaders are maybe not generated correctly and include clustered when they should not or similar, not sure. Could be many things.
