Correct renovate semantic release type, bump org.apache.commons:commons-configuration2@2.8

Renovate by default is configured to create chore commits, but semantic releases does not recognise that prefix and does not create a release for it. The corresponding type is fix; this change triggers that instead, and triggers a new release to include the missed release.
