Allow skipping creation of ConstraintTemplates entirely #308

I centralize all my rego policies within the same repository. Some of these rego policies are used in CI but not destined for GateKeeper. With a skipTemplate: true annotation I can skip the creation of GateKeeper objects for certain policies.
