Write up process for new committers and project members #2

At the moment we don't have a explicit governance method. What we have been doing so far is:

  • Give commit rights to every successful GSOC/SOCIS student at the end of the period (so far, all of them)
  • Give admin rights to every person sticking to the project for more than six months (so far, @jorgepiloto )

We should probably write this up somewhere and make it visible.

@astrojuanlu Do we need to write a complete documentation and then add this to it(a new walkthrough for new commiters)?

Hi @Chainesh ! Rather than a walk-through for new committers, this is more like the rules of the project to become "core members". It's something that @jorgepiloto and I have to write and present to the community.

@astrojuanlu excited!! Waiting to see what's in it. I am having a hard time finding "good first issue" for me(since there are few but people are working on them). I spent hours finding one, if you can through light on that, it would be great help. Thanks :)

I just saw there exists a CONTRIBUTING and docs/source/contributing.md files, which are indeed the same. I guess this is due to the way documentation builds up, but it is kind of weird to have the same file twice... 🤔

It's a good observation @jorgepiloto. The top-level CONTRIBUTING.md is easier to discover for people that browse the repository, and also encouraged by GitHub Community Standards (see https://github.com/poliastro/poliastro/community)

I propose something: let's have docs/source/contributing.md have a simple sentence saying "there are several ways you can contribute to poliastro, check out [LINK HERE]", and we point out to https://github.com/poliastro/poliastro/blob/main/CONTRIBUTING.md. What do you folks think? That way we only have one file.
