Max Plant Height should be determined by the pot that the seed is in.

Whilst individual seeds have their own maximum height / radius, they should only be able to reach that size if they are placed in a large enough pot. Putting them in too small a pot will stunt the growth to the ratio difference between the size of the pot and the space required.
