Issue/Bug Description:

I change a wallpaper from a desktop valid context menu, navigating to desktop background section & nothing happens, the same desktop wallpaper is here, like before.

Steps to reproduce (if you know):

Boot up & login; On a fresh desktop right-click context menu & navigate to Change Wallpaper menu entry; Apply the selected wallpaper from GNOME settings panel in the section Desktop Wallpaper; nothing happens as a result. Re-login and the wallpaper is then applied.

Expected behavior:

I'd think a wallpaper should be applied only on the form submission event, likewise clicking Apply on the GNOME panel should result in the desktop wallpaper changed - it's applied.

Other Notes:

Works on non-beta previous versions.
