Unable to install Pop!OS with Czech localization

Issue/Bug Description:
Installation crashes at 70% of configuring system after selecting Czech language and Czech keyboard layout.
No error in /tmp/installer.log. Log ends with "After this operation, 36.8 MB disk space will be freed." and at this moment installation crashes.

Steps to reproduce (if you know):
During installation select Czech language and Czech keyboard layout.

Expected behavior:
The installer finishes installation.

EDIT:
After selecting English installation works fine.
Same problem as #1025
