Issue/Bug Description:
From gsettings and 'Universal Access', the 'Locate Pointer' toggle doesn't appear to do anything.

Steps to reproduce (if you know):
From Settings and 'Universal Access', change the 'Locate Pointer' toggle option to enabled.

Expected behavior:
Would expect the mouse cursor to have a visual indication when a Ctrl key is pressed.

These steps do not reproduce the problem. For me, this setting always works.

@savaged I don't know if you use gnome-tweaks, but if you have animations disabled, pressing Ctrl to show the pointer is barely noticeable. Once I enabled animations again, it worked as expected.

As @beppu says, deactivating animations makes the pointer locator very subtle. Perhaps this was the issue all along. With animations turned on, I get the visual indicator as expected, so I will close this issue.
