helper-reset-password can be used on Docker Desktop Extension version of Portainer and can break access #10109

Before you start please confirm the following.

Problem Description

Using the helper-reset-password tool on the Portainer database for a Docker Desktop Extension version of Portainer successfully resets the password, however, there's no way to provide this new password to the Docker Desktop application and thus the user is no longer able to access the Portainer interface via the application, and since we don't provide any other way to access it, this locks the user out of the installation entirely.

Expected Behavior

Ideally, we would have some restrictions built into the helper-reset-password to prevent it from performing a reset in this case.

Actual Behavior

At present I can use the tool and be locked out.

  1. Run the reset tool on a Portainer database that uses the Docker Desktop Extension
