Chisel key is missing from backup

Problem Description

When I backup Portainer, download the zip then open it, there is no private-key.pem in chisel folder.

Expected Behavior

We should have the private-key.pem in the chisel folder.

Actual Behavior

private-key.pem missing form chisel folder.

Steps to Reproduce

• start portainer server 2.19.0
• go to settings / backup up portainer, click ‘Download backup’ button
• unzip the downloaded file, the chisel key(chisel/private-key.pem) is not there.
