Stacks that were originally deployed from a template cannot be modified

Expected Behavior

Stacks that were originally deployed from a template should be able to modify.

Actual Behavior

Stacks that were originally deployed from a template cannot be modified

1. deploy a stack from template
2. try to modify the stack
