Improve performance that's slow due to long notifications list

If the notifications list is very long and hasn’t been cleared for some time, bulk actions such as deleting unused container volumes are very slow.

Also, certain field entry in the Add ingress screen is slow.

We should limit the number of items in the header pop-up notifications panel to 50 (but continue to allow unlimited in the full Notifications list screen).
