"Report an issue" button broken on manual grading instance question page #9877

Steps to reproduce:

Open the "manual grading" tab of an assessment
Click a question
Click an instance
On the sidebar, click the "Report an issue with this question" button
Type in an issue
Click "Report issue"
Observe that a Zod error is displayed

Expected behavior: either the "report an issue" feature is removed from that page if it isn't supported, or it behaves as expected.
