Improve error handling when uploading group assignments data #163

What Issue Are You Seeing or What Feature Needs To Be Added?

We get an internal service error with no information when uploading (user_id, group_id) data when the user_id is not in the system.
There may be other awkwardness with error handling for issues I did not test.
