Add a maximize event on dialog

[dayaftereh]

Add a additional event for maximize or emit a resize event, when the maximize icon on dialog.ts is clicked.

Currently if the dialog defined as

<p-dialog [maximizable]="true"></p-dialog>

and the maximize icon is click not event is emitted.
