As coordinator I'd like to post hash of message batches to contracts and merge two hash chains.

Poll contract has coordinator hash chain for offchain messages
Poll contract has user hash chain for onchain messages
Coordinator has merge function to combine coordinator hash and user hash
Support both processing: offchain and onchain
