balenaCI does not support local base images

In product-os/jellyfish#4253 the most crucial optimization to the compose pipeline is the use of common base images. Because the build.sh file that balenaCI runs builds all images in parallel unconditionally, that PR fails with balenaCI. It's not worth pushing the base images into a remote registry either because they change with every JF release.
