Anti Gravity Bubble infinate fly

Description (Required)

By default, the Anti Gravity Bubble (AB) allows up to 45 blocks of creative flight. But this time, it allows infinite flying (even rtp to another place). The flight is only disabled when changing the world (ex. enter the end/nether). It only happen after server restart.

Steps to reproduce the Issue (Required)

1. Place an AB.
2. Restart server
3. Join the server, and fly with AB.
4. Now you have creative flight, teleport to another world will fix it.

Expected behavior (Required)

Flight in 45 blocks only. Does not occur after server reboot.
