removeTallGrassSeeds has no effect - wheat seeds continue to drop when breaking grass

Report Information

setting "removeTallGrassSeeds=true" in hunger overhaul config file does not prevent seeds from dropping from tall grass. Breaking tall grass drops wheat seeds whether the option is set to true or false. Also tested in forge v. 14.23.5.2847

Steps to Reproduce

install hunger overhaul, apple core
launch minecraft
in config\hungeroverhaul\HungerOverhaul.cfg confirm that "B:removeTallGrassSeeds=true"
create new world
break tall grass
observe wheat seeds dropping
