add a "you're using the wrong role!" notice in modmails

It's very easy to forget your display role in modmails is something like "Partnership Manager" or "Giveaway Manager" when working with these sort of stuff, so moving incoming modmails to the right department with these tags is not needed.

Adding a notice, maybe triggered when typing, would be nice.
