Describe the bug
When trying to purchase any Omni-Tek Application form, such as Medium Level Omni-Tek Application Form or Low Level Omni-Tek Application Form, an error message is shown in the System chat saying "You require x cash", regardless of how much cash I have - this seems to be unique to the Omni-Tek application form.

I've done a bit of fiddling, and it seems that for some reason it's set to require an exact quantity of cash, rather than a minimum - but even when you have that exact quantity of cash, it just says 'You require 0 cash'.

To Reproduce
Steps to reproduce the behavior:

  1. Visit a basic bookstore (e.g. /tp 735 654 407 and run into the rome blue basic shop)
  2. Open a trade with the vendor.
  3. Ensure you have sufficient credits to afford an Omni-Tek application form (/set cash 100000000)
  4. Attempt to buy any Omni-Tek Application form.
  5. Check the system chat log for an error message.

Expected behavior
If you have enough cash, you should be able to buy the item. If you do not have enough cash, it should print the 'You can not afford this item. 1 extra Cash is needed.' message.

Bought Omni-Tek Applications from Rome and Omni Trade shops, everything worked on my end.
