Perks dont display properly in the action window #341

Describe the bug
All perks are displayed as question marks with no name or description

To Reproduce
Steps to reproduce the behavior:

Go to action window (CTRL+2 by default)
Click on any perk
Scroll down to where it shows a question mark
See error or Notice this behavior

Expected behavior
The name of the perk and correct description should be shown
