Describe the bug
When using a buffing item (In this instance an NCU hacker interface) - the skill buff doesn't apply until you relog or zone.

To Reproduce
Steps to reproduce the behavior:

  1. Check your stats in the IP screen
  2. Apply the stat buffing item
  3. Check your stats again, observe that they have not changed
  4. (Optional) - try to use an item with a specific skill requirement - notice that it won't equip or indicates you don't meet the requirements
  5. Zone
  6. Check the screen again and notice that your stats updated
  7. Remove the item - find that you still meet the requirements for the item
  8. Zone with the item unequipped
  9. Find you no longer meet the requirements

Expected behavior
When applying, or removing a stat buffing item, it should update your stats right away without needing to relog, or zoning.
