Addresses #133.

Ties the verifiable docker image builder version to the anchor cli version. Before building the docker image, one must

  • bump the anchor-cli version
  • merge changes + cut a release with a tag matching the version, e.g. v0.4.0
  • build the docker image
  • push to docker hub

Then the corresponding anchor-cli will work with the new image.
