[WHL][Yocto][Hybrid] in hybrid mode ACRN HV env, can not shutdown pre-lanuched RTVM

To Reproduce
Steps

1. dd SOS rootfs on NVME, dd RTVM rootfs on SATA,
2. install hybrid mode acrn hypervisor on SOS,
3. power on board use multiboot2
4. check system(prelaucned rtvm on sata, sos on nvme all works well)
5. from prelaunched RTVM shutdown RTVM
6. check system(SOS on NVME works well, prelaucned rtvm is shutdown)

Expected result
step4: from vm_console can enter pre-launched RTVM, SOS; vm_list show pre-launched RTVM, SOS; and all VM works well;
step5 step6, from prelaucned rtvm, rtvm can be shutdown successfully; "vm_list, vcpu_list" should not find RTVM info

Actual result
step5 step6, from prelaucned rtvm, rtvm can not be shutdown successfully; in HV console vm_list, vcpu_list can also find pre-lanuced RTVM exist and running
