core: Explain a bit the base/layered split mismatch issue #1717

This is a very commonly hit issue in Fedora land. Add some explanation so users aren't just confused, as well as the `cleanup -m` pointer. Also link back to the main issue.

it would still be nice to be able to say which package requires the new version. i.e. which layered package is causing an issue? |
I haven't checked deeply in a while, but I don't think things changed much in that regard since #731. |
