A 7.15.x release should have:

  s.add_development_dependency "rubocop", '~> 0.85'
  s.add_development_dependency "rubocop-rails", '~> 2.6'
  s.add_development_dependency "rubocop-rspec", '~> 1.43'

and in linter config:

AllCops:
  DisplayCopNames: true
  TargetRubyVersion: 2.5
